This design is based on the classic yacht tender of ship's boat type, refined for the lighter lapstrake plywood construction method. This is a beamy hull, with full bilges and a big transom; this means that although she does row extremely fast, the boat is extremely versatile. Carrying capacity is good, Puffin will carry three safely in fairly choppy water (properly handled of course), and even four or five in sheltered water. The increased stability gives her some real power to carry sail, and enough bearing aft to take an outboard motor comfortably.

This little boat goes together well, I have seen them built in glued plywood clinker, the preferred method, and because it has relatively soft lines it strip planks pretty well, too, if you really must. Sail choices include balanced lug and gunter sloop rig. The latter will be especially good to windward but a bit of fiddle to rig compared to the simplicity of the balanced lug.
